A new bill filed by State Rep. Mike Clampitt in the North Carolina House seeks to establish certification and safety standards for motorcycle road guards, according to the North Carolina State House.
The bill, filed as HB 516 on March 25 during the 2025 regular session, was formally listed with the short title: ‘Motorcycle Road Guard Safety Act.’
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, the bill, known as the Motorcycle Road Guard Safety Act, allows authorized individuals to direct traffic while escorting motorcycle groups. To qualify, a person must hold a motorcycle road guard certificate, which requires being at least 18 years old, possessing a valid driver’s license, and completing a certification course developed by the Division of Motor Vehicles. Additionally, road guards must adhere to established safety and equipment standards. They are required to notify and obtain prior consent from the chief of police of each city encountered. The Division of Motor Vehicles is tasked with adopting rules to enforce the act, which becomes effective Dec. 1, 2025.
Of the four sponsors of this bill, Grant L. Campbell, MD proposed the most bills (34) during the 2025 regular session.
Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.
